STROUDSBURG BOROUGH COUNCIL

 

SPECIAL MEETING

 

September 2, 2010

 

6:00 P.M.

 

1.       Meeting Called to Order and Roll Call:  Council President Kim Diddio called the meeting to order at 6:03 pm.  Present were President Kim Diddio, Councilmembers Joanne Kochanski, Eric Scelza, Matt Abell, and Mayor Charles Baughman.  Councilmember Boyd Weiss arrived at 6:53 pm.  Absent were Vice President Neil Allen, Councilmember Jeff Ewen, and Solicitor Ralph Matergia. 

 

2.       Pledge of Allegiance:  The pledge of allegiance was recited.

 

3.       Discussion of a proposed amendment to the Borough Zoning Ordinance adding a new “MU”, Mixed Use Zoning District, in the northeastern part of the Borough and to add additional landscaping requirements:  Ms. Diddio gave a brief summary of the ordinance amendment and welcomed public comment.  A lengthy discussed ensued. All of the residents and business owners who spoke were in favor of the ordinance amendment with some tweaking.  They felt this is a good way to accomplish growth within the borough.  Parking seemed to be the major concern.  Most felt the borough needs to make developers responsible for providing parking for their tenants.  The burden should not be on the borough. 

A few residents and business owners would like other areas of town, such as West Main Street , to be considered, not just the first ward.  It was explained that that will come in time, the first ward is just a starting point. 

 

4.       Discussion of a proposed amendment to the Borough Zoning Ordinance establishing a new C-2-O, Central Commercial Overlay District, along a portion of Main Street :  Again Ms. Diddio gave a brief summary of the ordinance amendment and welcomed public comment.  All residents and business owners that spoke were in favor of this ordinance amendment with some small changes such as again requiring the developers provide parking for their tenants, and determining a maximum height. 

 

5.       Public Input/Comments:  No further comments.  Ms. Diddio thanked everyone for their input and asked that any further comments or suggestions be emailed to council or Barbara Quarantello, and that council would plan to discuss the  changes at a future meeting. 

 

6.       Adjournment:  Motion by Mrs. Kochanski, second by Mr. Scelza, to adjourn at 7:07 pm.
